Resolution - Proposing An Extension Of The Alternative Expenditure Limitation

RESOLUTION NO. 26-15

A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF COOLIDGE, ARIZONA, PROPOSING AN EXTENSION OF THE ALTERNATIVE EXPENDITURE LIMITATION.

WHEREAS, the Arizona State Constitution permits the submission to the voters of a City or Town of an Alternative Expenditure Limitation; and

WHEREAS, the voters of the City of Coolidge in 1982 adopted an Alternative

Expenditure Limitation – Home Rule Option; and

WHEREAS, the City Council of Coolidge after two public hearings has determined that an extension of the Alternative Expenditure Limitation is necessary for the City of Coolidge.

NOW, THEREFORE, BE IT RESOLVED by the City Council of Coolidge that the following Alternative Expenditure Limitation be submitted to the voters of the City of Coolidge.

Shall the following be adopted by the City of Coolidge as an Alternative Expenditure Limitation:

“The Mayor and City Council of the City of Coolidge shall annually, as part of the annual budget adoption process, adopt an Alternative Expenditure Limitation equal to the total amount of budgeted expenditures/expenses as it appears on the annual budget as adopted by the Council to apply to the City of Coolidge for each of the four fiscal years immediately following adopting of the Alternative Expenditure Limitation. The Alternative Expenditure Limitation shall be adopted each year after a public hearing at which the citizens of the City of Coolidge may comment on the proposed Alternative Expenditure Limitation. No expenditures may be made in violation of such Alternative Expenditure Limitation, nor may any proposed expenditures be in excess of estimated available revenues, except that the Mayor and the City Council may, by three-fourths vote, declare and emergency and suspend the Alternative Expenditure Limitation. The suspension of the Alternative Expenditure Limitation shall be in effect for only one fiscal year at a time.”

RESOLUCIÓN No. 26-15

UNA RESOLUCIÓN DEL ALCALDE Y DEL CONCEJO MUNICIPAL DE LA CIUDAD DE COOLIDGE, ARIZONA, QUE PROPONE UNA PRÓRROGA DEL LÍMITE ALTERNATIVO DE GASTOS.

CONSIDERANDO QUE, la Constitución del Estado de Arizona permite someter a los votantes de una Ciudad o Pueblo un Límite Alternativo de Gastos; y

CONSIDERANDO QUE, los votantes de la Ciudad de Coolidge adoptaron en 1982 un Límite Alternativo de Gastos – Opción de Autonomía Local (Home Rule); y

CONSIDERANDO QUE, el Concejo Municipal de Coolidge, después de dos audiencias públicas, ha determinado que es necesaria una prórroga del Límite Alternativo de Gastos para la Ciudad de Coolidge.

POR LO TANTO, SE RESUELVE por el Concejo Municipal de Coolidge que el siguiente Límite Alternativo de Gastos sea sometido a los votantes de la Ciudad de Coolidge.

¿Deberá adoptarse por la Ciudad de Coolidge el siguiente Límite Alternativo de Gastos?

“El Alcalde y el Concejo Municipal de la Ciudad de Coolidge adoptarán anualmente, como parte del proceso de adopción del presupuesto anual, un Límite Alternativo de Gastos equivalente al monto total de gastos/erogaciones presupuestados que figure en el presupuesto anual aprobado por el Concejo, para aplicarse a la Ciudad de Coolidge durante cada uno de los cuatro años fiscales inmediatamente posteriores a la adopción del Límite Alternativo de Gastos. El Límite Alternativo de Gastos se adoptará cada año después de una audiencia pública en la que los ciudadanos de la Ciudad de Coolidge puedan formular comentarios sobre el Límite Alternativo de Gastos propuesto. No podrán realizarse gastos en violación de dicho Límite Alternativo de Gastos, ni podrán proponerse gastos que excedan los ingresos disponibles estimados, excepto que el Alcalde y el Concejo Municipal podrán, mediante una votación de tres cuartas partes, declarar una emergencia y suspender el Límite Alternativo de Gastos. La suspensión del Límite Alternativo de Gastos estará vigente únicamente por un año fiscal a la vez.”
